Albert Frank Carter (1865-1949) served as Head Librarian, Professor of Library Science, Bibliography, and Administration, 1901-1906 & 1907-1933. In 1911, he received an A.B. degree from the State Normal School of Colorado. Carter's philosophy was "a library must provide information, inspiration and recreation." He enlarged the library's holdings from 10,000 to 85,000 volumes and oversaw the building of a separate library building in 1907 (later named Carter Hall in his honor). He was a founder of the Greeley Garden Club, one of the founders of the Home Gas & Electric Company, and a member of the Trinity Episcopal Church and Occidental Lodge No. 20. He served as President of the Colorado Library Association in 1915 and again during 1928-1929.
